Risks & source coverage

  • ALLEGATION Alleged conduct: December 2018–July 2021; charges announced May 15, 2023. The Hong Kong ICAC charged a then senior construction manager of Henderson Land, together with five subcontractor directors and staff, with four counts of alleged conspiracy to accept advantages; the ICAC said the manager allegedly received about HK$180,000 and disclosed Henderson tender documents and information to assist subcontractors in tendering for work packages on 10 projects. Henderson Land was reported to have fully assisted the investigation; the source records charges and allegations, not a conviction or final disposition.
  • SAFETY / LABOUR September 18, 2023; reported September 19, 2023. A work platform fell from the 28th floor at The Henderson, Henderson Land’s Central development, injuring two workers; one was reportedly trapped and suffered bone fractures, and the contractor was Hip Hing Construction Company Limited. The report does not attribute wrongdoing to Henderson Land or state a final enforcement outcome against it.
  • RISK Reported August 11, 2025; the resident said he discovered defects more than one and a half years after moving in. Homeowners at Henderson Land’s Henley Park reported persistent flooring noise, loose or uneven floorboards and more than 60 areas requiring repair; Henderson said it had fulfilled handover repair requests and would honour the three-year warranty, and after media contact reached out to homeowners about outstanding issues. The report documents buyer complaints and the developer’s response, not a court finding or regulator determination.

Start to completion, over 5 delivered here and 38 in the market.
The market here is Hong Kong SAR China: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

Midland Realty publishes a 5.0/5 estate rating for the Belgravia Place cluster, but gives no review count; because no rating set reaches ten reviews, the score is held at the prescribed 6.5 level rather than taking the raw conversion to 10. No Phase 2-specific structural or day-to-day review evidence was found, so structure and living subscores remain null.

Only buildings that have reached handover are rated. 7 of 9 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.
